What is Circular E? 

Circular E is the Employer’s Tax Guide (Publication 15) published by the Internal Revenue Service (IRS). Circular E is a publication that contains information on instructions and guidelines to guide employers regarding their federal tax responsibilities. This includes requirements for withholding, reporting, depositing, and paying employment taxes. 

Circular E also includes guidelines about the different forms that employers need to give their employees, what forms employees must give employers, and the forms that are to be sent to the IRS and the Social Security Administration (SSA).
